Story
Description
Cartman sends away for "Sea People," tiny creatures that will supposedly form a mini-society in his fish tank. When he gets them, however, they're just brine shrimp. Disappointed, the boys make the best of a bad situation by putting some of them in Ms. Choksondik's coffee.
She immediately dies. A news report claims that semen (which the boys interpret as "Sea Men") was found in her stomach. Now the boys have to take action to cover their tracks. They visit the morgue, steal the semen sample from Choksondik's stomach, and then put it back in Cartman's Sea People aquarium. Overnight, the semen sample combines with the remaining Sea People to turn into real Sea People. A miniature advanced civilization.
Meanwhile, Butters (in his Professor Chaos persona) is slowly going mad. Every single idea for world destruction he invents has already been done on The Simpsons. Eventually he snaps and starts seeing Simpsons-esque characters everywhere. When he sees Cartman's Sea People society, he realizes that The Simpsons did the very same thing. However, the other kids say it doesn't matter, because The Simpsons have been on forever and done pretty much everything.
Seeing their reasoning and feeling better, Butters decides to go back to plotting the world's demise. At the same moment, the Sea People start a religious war -- half worshipping Cartman as a god and the other half worshipping Tweek. They launch missile attacks against each other, shatter their aquarium, and die on Cartman's bedroom floor.

Ms. Choksondik. She was revealed to be dead in the last episode. In this one we find out that she died with Mr. Mackey's semen in her stomach, though that's not what killed her. The two were last seen being intimate in Season 5's "Proper Condom Use." It can only be assumed that she died, choking on a dick.

Cartman's joyful ode to his aquatic friends rings out in "Sea People and Me." Chef attempts to sing the boys a song about killing your teacher, but can't make it through.

Where Did The Idea Come From
The episode references the fact that, too many times to count, the South Park crew has come up with ideas for episodes, only to realize The Simpsons already did it. The Simpsons would return the favor in "The Bart of War" (first aired May 18, 2003), in which Bart and Milhouse turn violent after watching South Park.
Pop Culture References
Shout Outs
The idea of a miniature society that treats its human benefactor as a god is pretty old. It served as the premise for a Twilight Zone episode, which served as the inspiration for The Simpsons, which served as the inspiration for South Park. Ironically, an episode of Futurama (created by the same people who do The Simpsons) also uses the concept -- including an ending in which two different religious sects nuke each other.
When Butters starts hallucinating, he sees Dougie as Bart from The Simpsons. Bart can also be seen in "Cartoon Wars Part II."
While watching Terrance and Phillip, we hear Terrance say that he "may have accidentally killed Celine Dion." We learned in "Not Without My Anus" that she is the mother of Terrance's love child.
The code word the boys use while breaking in to the Coroner's Office is "Hammer Time." It comes from the rap hit "Can't Touch This" by MC Hammer, which Tweek has to hum to himself to remember the words.

Pointless Observations
When Tweek seems terrified that a snowman the boys are building will come to life and attack him if he puts a carrot in it, Stan says, "Tweek, when has that ever happened, except for that one time?" It's a reference to "Jesus vs. Frosty," a pre-South Park short done by Parker and Stone in which a snowman is brought to life, Frosty-style. Except this particular snowman is a homicidal maniac.
This is the first time we see Dougie's house.
The Sea People go through three advanced civiliations: tiny Anasazi dewlings, ancient Egyptian pyramids, and an ancient Greece empire.
Cartman has a complex, mathematical epiphany with his "Final Theory of Composite Dynamics": Sea People + Sea Men = SeaCiety.
In order to avoid being discovered at the morgue, Cartman burrows inside Ms. Choksondik's corpse.
