A sanctuary for the girls of South Park away from all the teachers and boys, this is where the ladies of the town unite in their secret hideout to share secrets, make lists, forge alliances, and figure out who's a two-faced bitch or not. They can become prone to corruption whenever shoes are involved, but are otherwise a highly democratic organization. Come before the Rainbow Railing to plead your case before the Pleases and Sparkles Committee (if the floor is yielded by a council member) and they will consider your request. The presiding officer, such as Wendy Testaburger may ask if your suggestion pleases and sparkles with the council members, and every "Sunshine!" is a vote in your favor. They may make you complete a quest first before their favor is won, but sometimes they are content. Just remember - you cannot change a list once it has been passed.
Boys cannot come before the Committee unless blindfolded and transported in secret by another girl such as Annie Knitts.

When the player is asked to seek the help of the Girls, they turn to Annie Knitts, who as a favor blindfolds them and brings them to the girls' hideout, where they are tasked to pretend to be Bebe Stevens boyfriend to meet up with Monica Ryland to find out if she's a two-faced bitch, when her boyfriend shows up to beat up the player. The girls abandon the player but they rejoin at the Committee hideout, and the player is later sent to an abortion clinic and Canada before finally winning the girls' trust and finding that their lair is somehow be connected to the washrooms at the park.
- Much of their operation parodies United States government operation -- for example, yielding the floor to other members, or voting, with 'sunshine' representing an 'aye'. The Leader of the Girls is therefore analogous to the Speaker of the House of Representatives.
